Module rmcp_release_monitor 

cargo xtask rmcp-release-monitor - the scheduled drift monitor.

Owns the orchestration only: read the CLI options, work out which rmcp version this workspace pins, ask each watch whether its upstream moved, and emit the GitHub Actions outputs. Everything each of those steps does lives in a submodule.
